Boat Covers 16' to 22' models

I've owned a Pro Team 185 Tracker boat in the past and now I own a 2007 Tracker/Tahoe 195 Deck Boat. On both boats I've tried (and All have Failed) boat covers...both 'off-the-shelf' and even specifically made for the models. No matter how many times I try to get it snug, a heavy downpour welcomes me to a HUGE 'SWAMPING' of water in the hull. On my new deck boat, I've simply given up using a boat cover as it's shrink-wrapped from November til Mar for Winter.

Anyone have any feedback on suggestions on boat covers/experiences? Also, I've put UV40 'sunblock' specifically made for Vinyl/Rubber/etc. so when the boat sits in the harsh sunlight, hopefully, it will help minimize the exposure my boat faces from the sun.
